Milton Keynes Local Strategic Partnership wants to set an ambitious goal to promote local action to help tackle climate change and set up the Climate Change Liaison Group (CCLG) to do this. It is important that this programme takes account of local citizens' concerns and suggestions about what the Climate Change Programme should be doing, and this feedback form is one step in this process.

Climate Change and Our Targets

Firstly, it would be helpful to know what you think about climate change. Please indicate which of the following statements best reflects your views:

Climate Change is unproven and can safely be ignored
Climate Change may be happening, but there is little that we can do to stop it
Climate Change is probably happening, but we should only take actions that won't affect the economy or our lifestyles
Climate Change is a major problem, but there is little that we can do about it individually
Climate change is a major problem, and we should all be taking urgent actions to help prevent it

The Government expects each local authority to come up with a set of targets on reducing carbon dioxide emissions. Which of the following targets do you think would be best for Milton Keynes?

Short term target only of not increasing average carbon emissions per household
Short term target of stabilising emissions by 2012 and cutting by up to 20% by 2020
Short and long term targets, leading to 20% cut by 2020 and 60% by 2050

Actions that the Council can take

The Council can take limited action to introduce measures subject to national legislation and Government requirements. Some of the ideas are listed below. These are ideas put forward by the Climate Change Liaison Group and our advisors, and are not official Council policy. Please indicate if you agree, disagree or don't have a view about whether the Council should do the following:

Require all new homes to be zero carbon from 2012
Require all new homes to generate at least 20% of their energy requirement from small-scale renewable energy such as solar panels, wood heating systems, heat pumps or micro wind turbines
Grant planning permission to more large scale wind farms in the rural parts of the borough
Grant planning permission to more medium or small wind turbines in built up areas
Offer a council tax rebate on homes that exceed a particular energy efficiency level, irrespective of when the home was built
Offer a council tax rebate on homes that exceed a particular energy efficiency level - with the target level based on the age of the home
Increase car parking charges or reduce spacing in the city centre to encourage people to use public transport
Invest more in improving public transport (such as improving bus frequencies, especially at weekends)
Encourage long-term transport initiatives, such as a light rail (modern tramway) system

In order to do some of the above, the Council might have to raise Council Tax, although other measures would cost nothing. Would you be prepared to pay any additional sums:
